Why did congress feel that the reconstruction was a congressional task not and not a presidential task

    In 1863, President Lincoln introduced the Ten Percent Plan. A group of Republicans in Congress found that plan to be too mild. Because of it, they argued that Congress should control reconstruction policy, and not the President.
