Both orders were made and adopted by the European Colonists. The Massachusetts Body of Liberties was established in 1641 while the Fundamental Orders were made earlier in 1639. The latter was an order that described and set up the powers and structures of the Connecticut River towns while the Massachusetts Body of Liberties was a puritan code that was compiled by Nathaniel Ward, a Puritan minister.
