    The answer is the Third Estate. They represent the majority of France’s population yet they had the least rights and privileges. They were always out-voted by the First and Second Estates. During the worsening situation in France, they voiced that instead of voting as separated bodies, they instead formed the National Assembly and voted to create a constitution for France.
