If these are your only choices, then Hamburg is the correct answer.

It is located in Germany and is its largest city, even though it is not its capital - Berlin is. However, Hamburg is larger and has a larger population as well. However, the largest European city which is not a capital is Istanbul in Turkey, but it's not one of your options.
