The 22nd Amendment sets term limits for the office of the president. What issue did this solve that had previously only been a tradition since the original Constitution?

    Before the 22nd amendment, two 4 year terms were common only because it was the way president Washington chose to do it. It was never a written law. By adding the 22nd Amendment, this was made into a law, because President Roosevelt won as much as 4 terms.
