    2/3 are roses

    1/4 of the 2/3 are red

    1/4 * 2/3 = 2/12 = 1/6

    One-fourth of two-thirds is one-sixth.

    Now we need to change 1/6 into a percent.

    1 is to 6 as x is to 100.

    1/6 = x/100

    6x = 1 * 100

    6x = 100

    x = 100/6

    x = 16 2/3

    Answer: 16 2/3%
