    Hello:

    the equation is : y = ax+b

    the slope is a : a * (2/3) = - 1 ... (perpendicular to a line : 2x-3y = 7 with a slope of 2/3 because : y = (2/3) x-7/3)

    a = - 3/2 y = (-3/2) x+b

    the line that passes through (-2, 1) : 1 = (-3/2) (-2) + b

    b = - 2

    the equation is : y = (-3/2) x-2
