To change a percentage to a decimal, you can simply move the original decimal spot on the percentage by 2 numbers to the left. For example in 20%, the decimal is in after 0, so when you move the place 2 to left, you'll get 0.2

Same on. 82%, the decimal is in front of 8, when you move the decimal by 2 spots, the answer will be 0.0082
