Kathleen and Angel are monitoring traffic near their school. Assume the rate is constant. If they count 221 cars passing by in 17 minutes, how many cars are passing by each time

    Thirteen. Simply enough if the number of cars at one time is constant, then assuming "each time" is every minute, formula is allcars (221) / minutes (17) = answer (13)
