Mass of the car is 950 kg and therefore the weight of the car is 9500 N.

The initial speed of the car is 95 km/hr

    Converting this to m/s

    95 * 1000/3600 = 26.39 m/s

To calculate the resultant force after collision we subtract the stopping force from the weight of the of the car.

    Resultant force = 9500 N - 3860 N

    = 5640 N

Then we can calculate the power,

power = force multiplied by distance then divided by time

this is equivalent to force multiplied by velocity (distance divided by time),

Therefore power = force * velocity

    stopping power will therefore be 5640 N * 26.39 m/s = 148839.6 watts

Hence the stopping power is 148839.6 Watts or 148.839 kilo watts
