    Let J = the angular moment of inertia of the fan.

    The rotational speed is ω = 13 rad/s

    By definition, the kinetic energy is

    KE = (1/2) J*ω²

    Therefore

    (1/2) * (J kg-m²) * (13 rad/s) ³ = 4.6 J

    84.5J = 4.6

    J = 0.0544 kg-m²

    Answer: J = 0.0544 kg-m²
