    This is false. An unbalanced charge, whether negative or positive, is called a static charge. This explains why a balloon 'sticks' to your wool sweater. This is because of the static charge, which is caused by the imbalance of charges due to the electrons losing and gaining energy which is achieved by the mere action of rubbing.
