Yes it is possible to have total internal reflection for light incident from air on water.

Explanation:

The objective of total Internal Reflection is giving the full reflection of a ray of light within a medium. Rainbow is the best example for this question. It can be explained by the example of a rainbow in which light from the sun is travelling in the medium if air and goes through total internal reflection in the tiny water droplet resulting in splitting of the white light into its 7 components and thus forming a rainbow.
