    The two groups in congress that formed a coalition to block most of President Kennedy's New Frontier legislation were thr Southern Democrats and republicans. so for the given question, the correct option is option "b". Kennedy as a person was very single minded and during the elections of 1960 he had promised to bring in the "New Frontier" legislation. As he assumed office of the president he found out that there was no way he would be successful in getting the bill passed. Tom Wicker had cautioned kennedy that he would face resistance from the Congress.
