What effect did vagrancy have on African Americans

The Vagrancy law requires African american that ran away and were recaptured, would be forced to work for no compensation while wearing balls and chains.

This law alone stunt the Economic Growth of African American populations that they could still fill even until today because it will creates lack of savings for African American children in the next genetaion.
