    Government is the institution which has the authority to make and enforce laws for a community.

    The other options were church, school, and family - these do not have the authorization to make any laws within an entire community. School can make laws within that school only; families don't have their own laws; churches cannot create laws because there's not only one religion. So the only institution that can actually make laws which people within a community are legally obliged to follow is the government.
