Under what type of debate is a bill most likely to pass without interference or opposition?

    I believe the answer is: Closed Rule

    In a closed rule debate, the debate is enacted with a very strict time limit and amendment from the floors are fully forbidden.

    Because of this, non-Committee members have no chance to interfere/influence the outcome of the legislation, which accelerate the process of passing the new bill.
