    James Madison and Daniel Elazar would most likely agree that diversity is one of federalism's greatest virtues. Madison spoke in the Federalist No. 10 paper about the size of the Union being important because the bigger it was the less likely it was for the majority to make might as right with intolerant ideas because of the diversity of ideas represented. Daniel Elazar claimed that political subcultures would allow for diversity in politics thus more people would b represented.
