    The answer is certainty

    Explanation:

The deterrent theory states that people re afraid of commitiing crime because they are afraid of being caught. The deterrence theorists believed that, inorder to prevent crime, there must be a 3 fundamental component leading to a successful prevention.

For example, severity of the crime, certianty of being caught while committing the crime and the speed of legal sanctions (punishment) when caught in the crime are some of the components. It is of the opinion of the theorists that certainty tends to have the strongest impact in deterrence of crime when compared to severity and the speed of legal sanction.
