Jean Piaget was a psychologist who developed a theory of cognitive development according to which we go through different stages since we are born and until our teenage years and during each stage our thinking becomes more logical.

The first stage of the theory is the Sensorimotor stage and it takes place since birth and until 24 months of age approximately. This stage has different substages.

One of these substages is the "Tertiary Circular Reactions" which takes place between 12-18 months of age, during this stage the kids go through trial-and-error experimentation, specially to get attention from their caregiver.

In this example Nathan made a funny face and his father laugh, so now he's experimenting with a similar face (trial and error) to see if his father laughs again, he's doing this in order to get attention from him. Therefore, we can conclude that he is most likely to be between 12-18 months of age.
