    This is a Necessary and Proper Clause, also known as the elastic clause which is defined in the Article I, Section 8 of the United States Constitution.

    With this Clause, the power is given to the Congress, while no other section in the Constitution does this by itself. This article sparked a debate, because anti-federalists feared that the federal government would get unlimited power, the federalists argued that the government would only exercise the power which they have already been given by the US Constitution.
