Answer: it does not totally deters murders

Death penalty does not totally deters murders because people still commit murders, apart from the fact they are crimes of passion, they believe they have a reason that would be considered and there is always a fair hearing. although some knows the chances of getting a death penalty are always on the table but they believe in the fair hearing and ultimately they could get long term imprisonment than death penalty. with this death penalty does not totally deters or discourages murders.
