    Explanation:

    Because even though some controversy over the issue, there is a lot of misinformation from both sides. And in addition to this, there is prejudice, political interest from both sides, (pro immigrants / anti immigrants) Democrats and Republicans.

    News reports like that and some recent polling against some policies on this matter shows some controversy over this matter.
