Explanation:

The Spartan Constitution or Politeia, consists of government laws which were active from 9th to 2nd century BC (Before Christ). Spartian government included monarchic, oligarchic and democratic elements. It had a dual kingship, two hereditary kings equal in authority, so neither can usurp the power in the state.

Democratic element is represented by ephors (five of them), which were chosen in the popular elections by all free citizens, and together with two kings they represented the executive branch of the state. They themselves had more power in the state than anyone else.

There is also Gerousia, an oligarchic element, a council of 28 elders, elected for life. Included in all this is apella, the collective body of spartan citizens, similar to most greek poleis.
