    Explanation:

    To a common man, the word differential is the difference between one thing over another. So differential analysis is an act of comparison between two things that might have something in common. once we have two things we want to make a decision on, then we have a choice to make, a decision to take whether to go for one over the other. But in a scenario were, we have nothing to compare over another, like the second statement in the question, as the status quo is not acceptable and we only have one thing, there is really no choice to make but to chose what ever is available, the decision has been made based on the availability and status of the other over another. So I agree with the both the first and second statement.
