    Spain

    Explanation:

Spain built a great empire. The discovery of the new world and the establishment in various parts of the globe made Spain a great power during the seventeenth century until the early nineteenth century. However, after the early nineteenth century Spain began to lose its power and military dominance in various regions, due to wars and numerous social upheavals, making Spain play a much smaller role in the second wave of European conquests in the long nineteenth century.
