    Explain the roles of Congress and the President in foreign policy.

    The United States Constitution refers to the powers of the President and the powers of the US Congress. Regarding foreign policy, the President of the United States is the chief diplomat of the United States. He can sign international treaties that later can be ratified by Congress. On the other hand, Congress discusses and comments those treaties and trade agreements and sent it to the President to sign them. Another important function of Congress regarding foreign policy is that only the US Congress can declare war to other nations.
