    Most certainly!

The constitution (other than the bill or rights) mostly had to do with government and how it was to be put together. It defined whose responsibility it was to make roads, to have a militia, to write federal laws.

The bill or rights was quite different. It contains the rights of the citizens. I think the two most important amendments are the first and fourth, although I would be even money that a constitutional lawyer would argue with that, and if he did, I would listen.

The first amendment has to do with freedom of speech, religion, editorials, the right to peacefully gather (placards not pistols).

The fourth amendment guards against stupidity arising from the misuse of police powers among other things. It guarantees that searches cannot be conducted with a warrant saying it can be conducted. The 4th gives you the right to be left alone to enjoy your privacy.
