Why did Spain decide to build mission in California?

A Spain was losing power, and built new settlements in the area for people leaving Spain.

B Spain really wanted the area, because there was gold there, and other natural resources.

C Spain wasn't really interested in the area, but thy wanted to keep Russian settlers out.
