    B is the correct answer. In the referendum process only new laws or recent amendments to existing laws are considered. They allow citizens of many U. S. states - especially in the West - to place new legislation on a popular ballot, or to place legislation that has recently been passed by a legislature on a ballot for a popular vote, being thus a type of direct democracy.
