    What defines communities that have low status consistency is their level of education. Education is one of the major rated means to know how the consistency of a place would be. How educated the people are speaks on how the citizens live and entertain civilization. An example is the rural areas, their level of exposure and how they perform or even are wealthy is based on how they know, if all they know is none mechanized farming theb that's how they'd be restricted and won't be able to produce much but a society which is educated certainly knows that mechanized tools makes the farming process easier and faster and hence would produce more than substantial farming.

    Another is infrastructure, but this is also dependent on how educated the people are.
