    In 1819 between Mc Culloch and Maryland.

    The Congress established the Second National Bank in 1819. Most states were against it as they didn't want the National bank competing with theirs. They faulted the Congress ability to establish a bank and failed to acknowledge the Second National Bank.

    The state of Maryland imposed a tax value of $15,000/year on the bank in which cashier James McCulloch of the Baltimore branch refused to pay. The matter was then taken to court. It was established that the congress has the power to establish the Second National bank and the State of Maryland was faulted for imposing tax on a Government property.
