It is completely false to say that strong swimmers do not need to restrict themselves to swimming in areas patrolled by lifeguards. The correct option among all the options that are given in the question is the second option. Although a person is a strong swimmer, he can always fall in front of a rough wave and lifeguard will be required to save him or her.
