What was one reason for the decline of both the Han dynasty and the western Roman Empire

    A very important reason for the decline of both was that over time a very strong central ruler was lacking, one that would be able to consolidate the rivaling factions and forces that were trying to take over control. This made them both internally weak to an outside force which came in both cases and took over their empire/dynasty.
