George Mason created the Bill of Rights. He worked to pass amendments that would protect American citizens

It's not a stupid question. So t he first 10 amendments that go to the Constitution make up the Bill of Rights. James Madison wrote these amendments because several states called and asked for "greater constitutional protection". The Bill of rights were ratified on December 15,1791,
