In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself. - Publius How would Federalists most likely respond to this? They would agree but doubt the Constitution could make that happen. They would doubt that any central government could meet these goals. They would argue that the government does not need to control itself. They would agree and be confident that the Constitution meets those goals.
