    As of 2014, Belarus and North Korea are ruled by dictatorships, according to the international statistics website Nation Master. The Polity IV project, which measures relative democracy levels based on political science statistics, found that these two countries, along with 15 others, had almost entirely autocratic forms of government. The Polity IV project also listed Cuba, Syria, Saudi Arabia, Eritrea, Kuwait, the United Arab Emirates, Oman, Iran, Azerbaijan, Turkmenistan, Uzbekistan, Kazakhstan, China, Vietnam and Laos as having the most authoritarian governments, as of 2013. These countries' forms of government can all be formally defined as something other than a dictatorship, however. Labeling a country as a dictatorship can be difficult as a country almost never self-identifies as such, and there is no universally accepted definition of the term
