    Explanation:

    The order issued by US president Abraham Lincoln after the civil war to free slaves in ten states was known as emancipation proclamation. It was applied to the slaves in the rebel states. Although it did not immediately freed all slaves as those states were controlled by the confederacy, however it did free more than 19000 slaves immediately and 4 million slaves were freed with the advance of union army in the confederate states. The proclamation passively declared emancipation a goal of civil war and weakened the efforts to recognise the confederacy.
