The US responded to this by an oil embargo that particularly hit the Japanese Navy.     As a further warning, the US government had moved most of its Pacific fleet from San Diego to Pearl Harbor. That was a great opportunity for Japan to gain dominance in the Pacific and conquer the rest of Asia.
