Describe what was the New Jersey plan

The New Jersey Plan proposed that each state would have one vote in Congress instead of the number of votes being based on population. The Plan created a conflict between bigger states, who aspired to control befitting their population, and smaller states, who feared they would be bullied by the larger states.
