An Affirmative Action program consists of measures and policies that the contractor enforces to make sure that employees are receiving an equal opportunity for recruitment, selection, promotion and other things related to employment.

An example could be the EEOC, also known as 'The U. S. Equal Employment Opportunity Commission' that works as an agency that implements laws against workplace discrimination.
