    Hello:

    the equation is : y = ax+b

    the slope is a : a * (-2/3) = - 1 ... (perpendicular to a line : y = (-2/3) x+4 with a slope of - 2/3)

    a = 3/2 y = (3/2) x+b

    the line that passes through (-1, - 1) : - 1 = (3/2) (-1) + b

    b = 1/2

    the equation is : y = (3/2) x+1/2
