    The proximity and availability of food, water, and shelter is also known as access to Primary Needs. These needs are considered as such because they are necessary for a human being to be able to live. Whenever any of these 3 needs is compromised, a person will absolutely postpone any pursue other needs in order to fulfill this one.

    It is a major task for a government to assure the access to primary needs for its people. In the fulfillment of this task, entities find difficulties such as geographical, cultural, and economic challenges.
