What is the first step in a bill becoming a law?

    Both the House and Senate must approve the conference report. Step 9: Final Action. After both the House and Senate have approved a bill in identical form, it is sent to the president. If the president approves of the legislation, he signs it and it becomes law.

    1) Bill is Drafted: Members of Congress, the Executive Branch, and even outside groups can draft (write or draw up) bills.

    An idea for a bill may come from anybody, however only Members of Congress can introduce a bill in Congress.

    Bills can be introduced at any time the House is in session.
